Car Seat Safety {updated}

It is getting cold outside, and I am seeing more and more children improperly buckled in their carseats! Most people aren't aware that it is unsafe for their child to wear thick winter coats while in a carseat. The coats do not allow the child to be buckled tight enough, and there have been cases where infants and small children have been ejected from the carseat. No parent wants to face that horror.
